Planning Board

The April Planning Board meetings are on the 14th and 28th at 7:00 pm at Deerpark Town Hall, Route 209, Huguenot, NY.

The Planning Board is responsible for reviewing all site plans and subdivision applications to ensure consistency with the Town's zoning. The Board's review includes matters such as water, septic, drainage, lighting, parking, traffic flow, and plantings. Its goal is to apply sound and consistent community planning principles to ensure responsible development.

Meetings

Planning Board meetings are held on the second and fourth wednesday of each month. All Planning Board meetings are open to the public and begin at 7pm. Residents are invited to attend. If there is a public hearing on the agenda, residents can address the board on the topic which is the subject of the public hearing.

Basher Kill Subdivision

Orange County Holding Company, LLC is proposing to subdivide an undeveloped site of 636 acres formally known as the Basher Kill Subdivision.

The proposed development site is roughly bounded by railroad tracks to the north, NYS Route 211 and railroad tracks to the south, Otisville Road (County Route 61) to the east, and Port Orange Road to the west. The main access to the site would be from Otisville Road. The site is generally surrounded by similarly undeveloped land as well as single-family homes on the east and northeast borders of the property.

The proposed project involves the development and construction of 354 single-family units, two (2) isolated local retail developments, recreational facilities, private sanitary and water supply systems and an associated road network. The proposed project would contain two unit types (with various models within those 2 types) including 161 townhouses and 193 detached dwellings on lots varying in size from 0.25 acres to over one (1) acre.

Deerpark Village

A Supplemental Draft Environmental Impact Statement (SDEIS) has been completed and accepted for the proposed action described below.

Deerpark Village, Inc.proposes to develop a 243 acre parcel into a 1,518 unit Planned Residential Retirement Community. The parcel is located on Wilson Road, and the site is located in a a Planned Residential Retirement District (PRRD) Zoning District. The DEIS describes a cluster building layout as its main subject and also includes a description of a conventional subdivision layout in the "Alternatives" Section.

This development will provide townhouse style homes averaging 2 bedrooms in size. This development will be served by two (2) loop roads both beginning and ending on Wilson Road.

This development includes a 9.7 acre area to be used as a commercial/retail site. This development will also provide open space and on-site amenities. The project will be served by private, on-site community water and sewage disposal systems, including several wells and a surface discharge wastewater treatment facility.

The proposed action is the approval of a Comprehensive Development Plan by the Planning Board. Subsequent to such approval, no development can take place until the approval by the Planning Board of site plans and/or subdivision plans for individual stages of development, which reviews would, in each instance, also require further SEQRA review.

POTENTIAL ENVIRONMENTAL IMPACTS:

The potentially significant environmental effects of the proposal include:

1. Effects upon soils and topography
2. Effects upon ecology including vegetation and wildlife.
3. Effects upon surrounding land uses.
4. Effects upon socio-economic conditions including population, housing.
5. Effects upon utilities including water, sanitary sewers, stormwater management and solid waste.
6. Effects upon community services and facilities including emergency services and recreation/open space areas.
